Burlington has additional requirements for rental properties that reside within the Burlington city limits and are subject to the Burlington Municipal Code. They primarily deal with additional safety requirements.

In-home security

This section of the Burlington Municipal Code covers smoke detectors and carbon monoxide detectors and who should install them and where. Smoke detectors should be installed in each and every dwelling, rooming house, dwelling unit, or rooming unit leased to your tenant for occupancy. You, the landlord, or the owner are responsible for installing and maintaining an approved smoke detector in every sleeping area, and areas within the vicinity of the sleeping areas. Smoke detectors should receive power from the building’s electrical system and from a backup battery in emergencies, as well as be interconnected with all other smoke detectors in the dwelling unit or rooming unit.

Carbon monoxide detectors must be nationally approved and should be included in a combination carbon monoxide/smoke detector system as per the placing requirements in the above smoke detector section. The property manager or owner must keep records of installation and maintenance of the carbon monoxide detectors including: the make, model, and date of installation of the detector or system; the power source and location of the detectors; as well as maintenance records.

In addition to the two detectors above, the property manager or owner must provide adequate heat of at least 65 degrees Fahrenheit to every habitable room between September 15 and June 1 of each year if the premises is a two-family dwelling, multifamily dwelling, or rooming-house and there is not a separate heating facility for the premises.
